Transportation and Roads Management Policy

The transportation system plays a pivotal role in the university’s carbon emissions and air pollution levels. The use of buses and bicycles on campus is likely to negatively impact the university’s environment. Therefore, the transportation policy should be reviewed to reduce the number of motorized vehicles on campus and encourage students and staff to walk when moving around campus, thus discouraging the use of private vehicles. Adopting environmentally friendly public transportation options will reduce the carbon footprint on campus.

The university has recommended the following improvements to the transportation policy:

The university recommends that the topic of transportation on campus be put forward for investment by preparing an economic feasibility study on the actual reality of transportation on campus in terms of environmental damage and high maintenance costs.

In addition, members should be made aware of the benefits of walking for transportation on campus in order to reduce the use of private vehicles and bicycles.

The university should also develop a series of road maps, including road maps for cars, pedestrians and cyclists, and display them in specific locations throughout the campus.

It is also recommended that a specific transportation policy be developed for the university, such as car and bicycle sharing.

Moreover, the university should adopt future projects that serve the university in cooperation with the relevant authorities (Babylon Governorate, Babylon Provincial Council), for example (metro/tram).

Anti-Harassment Policy

Establishing a harassment-free workplace is the aim of this policy. Any unwanted behavior motivated by someone’s gender, race, religion, national origin, age, disability, or any other protected trait is considered harassment. It may involve actions that are visual, verbal, or physical.

Here are some instances of behavior that is prohibited:

  • Verbal behavior includes jokes, remarks, and rude or disparaging remarks regarding someone’s gender, race, religion, national origin, age, disability, or any other protected trait.
  • Touching, grabbing, and other unwanted physical contact are examples of physical behavior.
  • Displaying or disseminating offensive or disparaging pictures or caricatures is an example of visual behavior.
  • Making a harassment report

You should notify your supervisor, the human resources department, or the complaints officer if you think you have been harassed. Reporting the incident to the police is another option. When reporting a harassment incident, you will be asked for details such as the date, time, and location of the incident, the names of those involved, and a description of the behavior. The University of Hilla will look into all harassment complaints in a timely and comprehensive manner. The University will take the necessary steps, including terminating employees, if the investigation reveals that harassment has taken place.

Anyone who reports harassment or assists in the investigation of a harassment complaint will not be subject to reprisal from The University of Hilla. You should notify your supervisor, the human resources department, or the individual in charge of complaints if you think you have been the target of retaliatory action.

Discipline up to and including permanent dismissal or termination of employment may follow from this policy.

Equality and Diversity Policy

The University of Hilla is committed to continuous monitoring and evaluation of its equality, inclusion and diversity (EID) initiatives. Minimizing Emissions Policy

The University has a clear commitment to reducing its carbon emissions. The terms ‘carbon emissions’ and ‘net-zero emissions’ must be defined.

The policy must set clear and ambitious targets for minimising carbon emissions, with clear ways of measuring progress.

The strategy and measures section should set out the university’s strategy for reducing carbon emissions and the measures it will take to achieve its goals. The policy must set out the strategies and measures that the university will use to achieve its goals. These strategies could include

Education and Scientific Research

This axis is pivotal because it gives the university a leadership role in fostering a new generation’s interest in sustainability

  • Promote interdisciplinary collaboration between faculties to address complex sustainability challenges, with the aim of fostering innovative solutions.

Anti-Bribery Policy

Water Management

The purpose of this pillar is to clarify whether the campus meets the criteria for the Green Campus designation. The aim is to encourage participating universities to allocate additional space for green areas and environmental protection, as well as for sustainable energy development.

Madenat Alelem University is proud of its long history as the largest and most distinguished private educational institution in Babylon. It has produced many graduates who have performed highly in the educational, technical, and administrative fields and has made great progress in transferring their expertise to other Iraqi universities that were established later.

The establishment of Madenat Alelem University was the culmination of a long-standing realization of its importance, which prompted the initiative to divorce. The establishment of Madenat Alelem University was preceded by the formation of a committee in 2009, which was entrusted with the responsibility of studying the feasibility of establishing it as an Iraqi university. A series of radical amendments were made to the status of colleges and institutes, with the aim of linking them to the university, conditional on ascertaining their scientific level. These amendments were accompanied by the enactment of additional legislation, which led to the establishment of Madenat Alelem University, along with the faculties of law, engineering, education, pharmacy, arts, and technology. In addition to these faculties, many departments were attached to the university. Due to the growing development requirements in Iraq, it was necessary to expand the university in terms of the number of students and technical and educational cadres and the scope of its educational development, which extended to all other Iraqi cities. The university has a total area of water bodies of about 17,680 square meters. This includes canals, lakes, basins, fountains, and swimming pools.

One of the projects that the university is working on is the idea of using treated grey water to increase the available water, get rid of grey water, and reduce environmental pollution. This reduces the pressure on fresh water, and it is good to know that each person uses 45 liters of water per day, which is a lot.

Greywater is water that comes out of sinks, bathtubs, bathrooms, washing machines, and floor drains. Although this water is no longer clean, it is much less contaminated than water from sanitation facilities. This is how the idea of reuse came about. Greywater can be treated easily at the same place where it is produced. Then it can be used again as a new source of water. This water can be used to water agricultural crops and plants grown in homes, public gardens, parks, and so on. It can also be used to increase the area of land that is watered, to increase food security, and to protect the environment from pollution caused by grey water if it is disposed of inappropriately. It also helps to protect the environment in general from pollution resulting from the overflowing of absorption pits or emptying them into valleys and public streets, as well as protecting ground and surface water sources.

Treatment methods:

Treatment units can be set up in homes, villages, countryside, gardens, public parks, schools, universities, and other public buildings so that they can be used for watering plants. The use of grey water is not just for watering plants, though. In some countries, grey water is also used to wash toilet facilities. The aim of gray water treatment units is to:

They do two things: they reduce the use of fresh water (which costs money) and they provide a new water source at a low price.

This will reduce the cost of producing water, as many water companies do.

In addition to these faculties, several institutes were attached to the university: Administrative Sciences, Languages, Landscape Architecture, Higher Industrial Engineering, and Physical Education. Due to the increasing requirements of development in Iraq, it was necessary to expand the university in terms of the number of students, technical and educational staff, and the scope of its educational development, which extended to all other Iraqi cities.

Energy Management

Waste Our university is expected to increase significant efforts in raising the energy efficiency of its buildings and pay more attention to nature and energy resources through the use of energy-saving devices, renewable energy policy, energy conservation programme, green buildings, adaptation to climate change, and greenhouse gas emission reduction policy, through:

  • Using modern methods of energy conservation.
  • Using modern methods of smart buildings by placing sensors for water taps, self-extinguishing lights, ….. etc.
  • Types of energy used at the university.
  • The volume of electrical energy consumption.
  • Green buildings.
  • Use of clean energy
  • Measurement of carbon dioxide (Co2) emissions.
  • Therefore, the university recommends improvement in:
  • Applying measures to ensure energy efficiency in all new projects and buildings.
  • Gradually implement energy efficiency standards in existing buildings by directing procurement committees to provide economical appliances.
  • Work with academics to utilise their expertise in solving problems and implementing effective solutions.
  • Raise awareness of students and employees and organise workshops to train them.
  • Install sub-meters for colleges to measure energy usage and identify points of consumption and savings.
  • Directing the Department of Construction and Projects to prepare a study on the consumption of electrical energy in the university’s formations and switch to alternative energy.
  • Placing meters to measure the electrical energy consumption of each formation in the Jadiriyah Complex in a detailed manner.
  • Honouring the formation that uses modern means to reduce the consumption of electrical energy and alternative energy sources
  • Develop and implement a plan to use environmentally friendly modes of transport
  • Develop a roadmap to reduce carbon emissions.
  • Introduce a centralised heating and cooling system to reduce the consumption of electrical energy and preserve the environment.

Solid and Toxic Waste Management

Waste treatment and recycling activities are pivotal in creating a sustainable environment, given the large amount of waste produced on campus. Thus, the university should prioritise the development of waste treatment programmes.

– It is recommended that the university collects data regarding the amount and nature of solid and toxic waste generated on campus. It is necessary to establish organic and inorganic waste sorting projects and explore their potential benefits.

– It is recommended to form teams of volunteers (including students, staff and faculty members) to assist in the waste management plan, activate the Friends of the Environment working committees, and build and develop the capacity of university staff, especially in the Diwan Department, in the field of integrated waste management.

– Raising awareness of staff and students using an official policy to deal with paper and plastic, such as (putting posters on rationalising the use of paper to reduce consumption, and raising awareness of the harms of using plastic and paper cups etc.)

– It is recommended to cooperate with the Department of Environmental Affairs and Occupational Safety in preparing containers in different colours (blue, red, yellow, green) that help in the process of sorting waste. A programme should be set up to process a certain part of the waste.

– The mechanism for storing and disposing of toxic waste should be activated through the application of waste sorting with the relevant authorities inside and outside the university

– The university should cooperate with the relevant authorities to recycle wastewater and find solutions to benefit from it.

– The university’s resources should be maximised by benefiting from the proceeds of solid waste (paper, cardboard, metal and plastic cans, etc.).

Sustainable Development Investment Policy

The University, located in the Babylon, Iraq, is currently engaged in a progressive journey towards sustainability. The institution has come to acknowledge the pivotal function of conscientious financial strategies in accomplishing its environmental objectives. Expanding upon its prevailing Climate Action/Sustainability Policy, the university is resolute in its endeavor to establish a comprehensive Sustainable Investment Policy. The objective of this policy is to leverage the potential of ethical and environmentally conscious financial decisions to catalyze positive transformation both within the university community and in the wider societal context. The university’s strategic investment in sustainable initiatives and the fostering of a culture of responsible finance are expected to engender a meaningful and lasting impact on the environment, society, and future generations.

  • Prioritize investments in green initiatives, including energy-efficient technologies and renewable energy projects.
  • Promote paperless and digital solutions to minimize paper consumption and enhance operational efficiency.
  • Invest in smart building design and energy-efficient systems to optimize energy usage on campus.
  • Exploration of sustainable transportation options, including the installation of electric vehicle charging stations and the promotion of eco-friendly vehicles, is also recommended.
  • The implementation of water conservation measures and smart irrigation systems to reduce water wastage is advised. The development of green campus infrastructure, including rainwater harvesting and sustainable landscaping, is also recommended.
  • It is vital to allocate funds for student-led sustainability projects, with the aim of empowering students to promote sustainable practices. In addition, it is essential to regularly review and assess the effectiveness of sustainability investments, in order to ensure continuous improvement.
  • Furthermore, seeking collaborations and partnerships with relevant organizations is key to accessing additional resources for sustainability initiatives. Investment decisions must align with ethical values and support environmentally responsible practices.
  • Investing in education and awareness campaigns to promote sustainability among the university community is also crucial.

It is also vital to maintain a long-term perspective and commitment to sustainability efforts in line with our Climate Action/Sustainability Policy.

Ethical Conduct Policy

The University, in its commitment to maintaining excellence and integrity, has established this Code of Ethical Conduct, which outlines the fundamental principles to which every member of the university community, including part-time and full-time employees, faculty members, officers, trustees, overseers, and advisory board members, is required to adhere to. These principles are derived from state and local laws and regulations, university policies and procedures, contractual and grant obligations, and widely accepted ethical standards.

They must not utilize their university position for personal gain, and they must avoid not only actual conflicts but also the appearance of conflicts of interest.

Those involved in teaching and research must uphold the utmost standards of honesty and integrity. It is incumbent upon members providing medical and dental services to priorities the highest quality of care, tailored to the needs of patients and their communities. Patient care must be reasonable, necessary, and delivered by duly qualified university personnel. Patient records and documentation must comply with all legal, payer, and professional requirements, ensuring confidentiality.

It is incumbent upon all members to create and maintain records that conform to applicable laws and professional and ethical standards. Those involved in billing must ensure accuracy, supported by appropriate documentation. Honest and ethical conduct is expected in all business dealings with patients, payors, vendors, competitors, and the academic community.

Members must conduct all business dealings with honesty and integrity, adhering to anti-fraud and referral prohibitions, and antitrust laws, and protecting university property and assets, including intellectual property.

  1. Concern for Health, Safety, and the Environment:

Members are expected to comply with all laws and regulations related to occupational and patient health and safety, and to make efforts to protect the well-being of students, faculty, patients, employees, and visitors. In addition, environmental legislation and regulations must be adhered to, including the proper handling and disposal of hazardous materials and wastes.

Procurement Policy

The University recognizes the importance of sustainable procurement practices in contributing to a greener tomorrow. In view of the urgent need to take decisive action to combat non-green practices and their agents, the University of Madenat Alelem therefore commits to complying with the United Nations Sustainable Development Goals and to collaborating with organizations that are either actively participating in or seeking to participate in these goals.

  1. Sustainable Procurement Goals:

The University of Madenat Alelem is committed to promoting sustainable procurement practices that prioritize environmental, social and economic responsibility. While acknowledging the absence of standardized green or Environmental, Social and Governance (ESG) guidelines among suppliers and contractors in Iraq, the University will proactively seek suppliers who align with sustainable principles wherever possible.

Assessment and Selection Suppliers/Contractor will be evaluated based on their commitment to ethical business practices, environmental sustainability, and social responsibility. The University will consider suppliers’ track record on waste reduction, energy efficiency, and environmental impact. Preference will be given to local suppliers in order to support the regional economy and reduce the carbon footprint related to transportation.

If such information is not made public, university will request data concerning sustainable practices from suppliers and contractors, and suppliers with highest performance in ESG will be selected.

Suppliers and contractors are encouraged to use resources efficiently, minimize waste generation, and recycle materials wherever possible. The university will consider the use of recycled or eco-friendly materials in procurement decisions, when feasible.

Suppliers/Contractors must adhere to fair working practices, including respecting workers’ rights and providing safe working conditions. Child labor and forced labor will not be tolerated in the supply chain.

The Policy will comprise a basic plan for following up on the university’s sustainability strategy.

Smoking and Tobacco Free Policy

Due to the gradual increase in smoking culture and smoking cafes in many governorates, Madenat Alelem University will be a completely smoke-free institution. We, the senior management of Madenat Alelem University, and given the serious health effects of smoking, have seen it necessary to introduce a smoke-free culture in our institution, not only to avoid serious health risks to smokers, but also to help reduce the health side effects of passive smoking, as it is well established, and proven by scientific research, that the risks of passive smoking are no less than the risks.   5. In the event that a person is found smoking in the university buildings, the head of human resources investigates the incident and refers the matter to the concerned senior management, depending on the seriousness of the violation.

Staff Development Policy

The overarching objective of the University of Madenat Alelem Staff Development Policy is to establish a comprehensive framework that fosters and encourages the professional advancement of all staff members, in accordance with the university’s corporate strategy and departmental objectives. This policy delineates a clear trajectory.

The University of Madenat Alelem is committed to cultivating an environment that emphasizes the development of its staff. To ensure a fair and inclusive approach, guided by Islamic principles, the following principles shall govern all staff development activities:

  1. Equal Opportunities: All staff development initiatives must follow Islamic teachings, which emphasize that everyone is equal, no matter what their race, sect or disability. The University will make sure that opportunities for staff development are available to all without discrimination based on these factors.
  2. Equitable Access: The University is dedicated to providing equitable access to staff development opportunities for all employees, in line with Islamic values. This includes scholarships for academic studies, study funds, research stipends, national and international trips, academic exchanges, research conferences, workshops, and other opportunities outlined in Memoranda of Understanding (MoUs) related to staff exchange and research collaboration.These opportunities shall be tailored to individual roles and objectives, while upholding Islamic principles of fairness.
  3. Equality and Diversity Awareness: We’ll also be doing training to raise awareness of equality and diversity issues, following Islamic teachings. In some cases, consultation with HR Policy and relevant Committees may be necessary, ensuring decisions align with the university’s principles.

Departmental Participation: Deans and Section Managers should encourage all staff to get involved in relevant staff development activities, whether internal or external, in line with the university motto and culture. The university expects all departments to get involved in suitable staff development activities.
  8. Staff Responsibility: The university recognizes that staff members are responsible for their own development. As well as mandatory and role-specific training, employees are encouraged to make the most of the development opportunities available.
